In the wake of the passing of the CAA, the Union home affairs ministry has issued a model detention centre manual to Maharashtra, a senior bureaucrat said. The state government is in the process of taking possession of a temporary detention centre while the process of identifying land for a permanent detention centre is on, the bureaucrat said.
